UKPlanning implementation

We recommend implementation of UKPlanning in two distinct phases to mitigate the risks of the 'big bang' approach. The first phase can be delivered in a 2-4 week timescale, concentrating on citizen benefit, from contract signing. Phase 2 is entirely focused on streamlining internal council processes via integration with existing planning systems.
